The General Services Administration (GSA) engaged Syska Hennessy Group to provide commissioning services for its renovated Clark Street facility in Chicago. The GSA renovated 187,000 square feet of this 559,000 square foot historic facility originally constructed in 1912. The renovation became the new home of INS in Chicago. The project also included the enclosure of an existing courtyard with an atrium. The atrium allows four season use of the courtyard space and provides for the use of natural daylight and lends an open, modern feel for the facility.

The systems included in this project are base building HVAC, atrium ventilation, building management system, electrical distribution, emergency power generation and distribution, fire detection, fire sprinkler, lighting controls, variable frequency drives.

On this project, Syska Hennessy Group provided a three phase commissioning process that includes:

  1. Design Phase Commissioning: Commissions the Design Criteria
  2. Construction Phase Commissioning: Commissions the Systems and Equipment
  3. O&M Transition Phase Commissioning: Commissions the People and Processes

We completed the Design Phase Commissioning portion of the project, which included many recommendations not only to operability issues but also reliability and maintainability as well. For example, provisions had not been made to service the interior or exterior atrium glass. Nor had condensation or frost been considered in the design. Syska raised these subjects with the design team, which resulted in added additional utilities in the atrium areas. Additional study was performed on the atrium to ensure that frost would not form on the atrium interior on cold, design days in Chicago. The Construction Phase Commissioning services of this project included start-up and acceptance test procedures for each individual piece of equipment included in the scope. It also included integrated systems testing.

Finally we provided an O&M Transition Phase Commissioning plan which not only ensured that the people are properly trained to operate the equipment, but also that they have the proper documentation and tools (e.g.: Computerized Maintenance Management System, Systems Operations and Maintenance Manuals, etc.) to operate and maintain the facility and its systems.
