Project Description
Syska Hennessy Group was retained in 1997 as the Prime Contractor, to provide a broad range of professional and construction services in support of government medical facility repair and renewal programs throughout the continental US and US Territories. Task Orders typically include site investigation, design, and construction work as part of the following three phases:

Site Investigation
The Site Investigation phase is typically contracted based on a preliminary scope of work. Existing site conditions are investigated to determine detailed project requirements, alternate solutions, and cost estimates for implementation. The deliverable for the Site Investigation phase is a report of findings, recommendations for solution, and a firm fixed cost proposal to complete the next phase of work.

Work Plan
The Work Plan phase includes completing sufficient engineering and design documentation to illustrate the work to be performed and developing a detailed implementation plan for the Repair/Renewal Phase work. The Work Plan includes all design documents, material and equipment submittals, a detailed implementation schedule and a firm fixed cost proposal for all Repair/Renewal Phase work. Repair/Renewal Phase work that is to be subcontracted is subject to competition requirements and a Subcontracting Plan.

Repair/Renewal Phase
This phase includes complete execution of the Work Plan and Task Order close-out. Syska has generally self-performed most work during the Site investigation and Work Plan Phases and has performed Repair/Renewal Phase work as a General Contractor, utilizing local trade subcontractors whenever possible. Syska Hennessy Construction has performed all on-site supervision, QC and Safety Plan administration.

For most of the 100+ task orders performed under this contract, Syska has been responsible for most of the major project elements, and has integrated other contractors for on-site work where required. Some of the activities performed under this contract include:

  • Investigating existing conditions (including testing and assessing condition of existing equipment and infrastructure)
  • Analyzing alternatives and recommending an engineering solution
  • Developing the engineering concept
  • Developing implementation budgets
  • Developing implementation schedules
  • Completion and coordination of all design and contract documentation
  • Procurement of major equipment
  • Procurement of all trade subcontracts
  • Oversight, management and coordination of all trade subcontract work
  • Developing and implementing site specific Quality Control Plans
  • Developing and implementing site specific Safety Plans
  • Preparing system operating and maintenance manuals
  • Developing and implementing site specific Training Plans
  • Generating data bases for Real Property Installed Equipment (RPIE)
  • Managing Subcontracting Plan
  • Warranty response
  • Maintaining relationships with and among numerous Client entities, including:
    Contracting Office, Facilities Managers, End Users, Base Civil Engineers/Department of Public Works, representatives of local Corps of Engineers Districts, Base Commanders, etc.

Results of Our Work
With over 100 task orders issued through this Medical Remediation and Medical Repair/Renewal Program, Syska has yet to request a modification or equitable adjustment other than for an increase in scope.
